I cleaned my chimney for the first time last spring. The stove pipes had 1/16' of bubbly powdery soot that i cleaned with a wire brush. It's black stove pipe and at the time I figured i had completely cleaned it (and easily). I cleaned my stainless chimney but never checked it. summer happened. then we burned here last 2 weeks and I just wanted to check out the top. It has a thin layer (like black flat paint, not glazey) that I can't take off with a wire brush and could barely take off scraping it. Is this normal or should I be able to wire brush it back to a stainless steel look?
