Picture Size Limits

Tried downloading a picture in a new thread. After it loaded I got the red and black death screen saying the picture was too large for the server. Have downloaded this picture here before the new changes took place. Can someone tell me what the new size limits are?

Max 1400 pixels in either direction and max 3 megabytes in attachments (not sure if that is per post or per one). No more than 10 attachments per post.

Here is a test of 1350 pixels wide and about one MB
