Possible purchase of 25-PUF (55-SHP240) but need help

Hello all, I have an opportunity to buy an ‘06 model englander 25-puf (55-shp240). However the seller says it hasn’t been run in atleast a year and quite frankly, he doesn’t know much about pellet stoves so he couldn’t tell me much about the unit and how it last ran.
Long story short, I’m looking to see if there a way to run a diagnostic mode on this unit specifically. There are other forums and google searches that state pressing bottom 3 bottoms right after plug in. I was at the unit tonight and tried that and sometimes, it would go into an F-S mode which they say is a diagnostic mode but nothing would happen with any singular button push. The unit is very dirty and upon plug in ( like 3-4 different times) the exhaust blower would turn on right away. Af is the unit was locked in “ON” position.
Additionally, he said when he did have it running, he couldn’t get it to auto start (igniter). I was really looking for diagnostic mode to see if the room blower works but couldn’t get to that point.
The gent is asking $450 obo and after the initial inspection, I told him I’m not sure I can give anywhere near that because the new control panel runs $350, igniter $30 ish and room blower $110 approx.
is this sounding like maybe it is all the control panel being wonky? Or could there be a wiring issue? I didn’t have time to dig into it because it’s at his inspection shop and they were trying to close up
Any help would be greatly appreciated
 
I'm not sure if Englanders start the exhaust blower when you plug in unit, but I do know Quadrafires do, and if you don't start them (call for heat within 15 mins), the exhaust blower shuts off. An 06 is an older unit, I'd expect to have to invest money and time into it to get it fully functional. I'd pass on it, unless you specifically want an older Englander unit, I'd look for a more solid brand name, Enviro, Quadrafire, LOPI, Regency etc. Not to mean it is a bad stove, they've been around a long time, I'm thinking work will be needed to get her going. I’m certainly no stranger to putting some time and money into a unit. My current is a 2001 25-pdvc and I use it to heat 3 floors 1800sqft total. Works well just doesn’t have igniter and I have to refill it daily. That is why I was interested in the bigger unit with igniter.
 
The amount he wants is more than I would pay. At the very least, it will need a teardown and cleaning. It could all work, or it may need big money to get working properly. For not many dollars more, there are Harman or Enviro stoves that are working and normally just need cleaning and painting. Good luck with whatever you decide, and of course, whatever you decide, we will be here to help

Well like a mentioned, I really just wanted to know if there is a diagnostic mode for thing to see if I can actually test the room blower. I certainly wasn’t gonna give him what he’s asking due to all the things that will need addresses
 
I do not believe there is such a mode on that stove. If there is a fault, a fault code will show
The Combustion fan will start when the button is pushed and stays on if there is no fire for
approximately 15 min it shuts off
E Codes
“E-Codes,” or Error Codes, are codes that will appear in the Heat Range and Blower Speed windows of the Control Board if your unit experiences problems. If you receive any of these codes, first attempt to reset your unit by pressing the “ON” button (only once).
