Got my liner ready, the block off plate made. How far up the chimney should I stuff the roxul?
Any tips to pushing it around on the top of the plate after I pull the 4 inch and 3 inch intake thru the plate?

I simply stuffed mine tight
 
I just put two layers on top of the block off plate, cutting a hole in the insulation to align with the vent pipe (I only had one 4 inch, no OAK). Then simply slide the plate up with the insulation in place on top of the plate.

The other option is to stuff it tight up to the smoke shelf before you install the plate, as fmsm said. Either way will do the job, and with luck you'll never see it again!
