Storm Cowl Vs Rotating Cowl

I installed a Godin Slow combustion fireplace on a hill slope.
The fireplace works okay in most wind conditions, except when the wind blows in a certain direction it smokes out at the bottom.
The chimney is high enough and I have put on a storm non-rotating louver cowl.
Does anybody suggest i change the storm cowl to a rotating cowl?
I am not denying the fact that the error can also be caused by the type of wood and the operation of the fireplace.


Please advise

Personally I like the Non-Rotating ones, some of the rotating ones get creosote built up in them, and stop moving, and you have to clean them, before it's time to clean the pipe. The Vacu-Stack is one style, that is designed for solving common, wind-related chimney draft problems.
