Terracotta removal/relining risky?

Just had another chimney company out. They said the opening is 9x13 and I shouldn't have issues with installing a 6 inch insulated liner.
Are the inside dimensions 9x13 or the outside?

Double wall flex. Just curious if even that can be ovalized.
Again it depends what you mean by double wall. The 2 ply smooth wall crap no. But no one should be buying that crap. Pre insulated liner yes

Yes I was referring to the 2 ply smooth wall stuff. I have not read much good about that type liner except from the manufacturers themselves.
