Tips/Tricks for removing bypass damper? F3500

Getting my new to me wood stove ready for the season and trying to do some preventative maintenance on it. Picking up some nickle anti-seize and putting it on the interior screws. They are not hand tight and want looking for ideas before I end up breaking them. May be best to leave it be? Risk it now and prevent further chance of breaking in future? Is it worth even adding anti-seize to the smoke deflector and catalyst shield?

First thought is to hit it up with the torch and a small impact gun. Impacts tend to break things free with out breaking etc compared to over torquing.

I never did bother trying it yet. I did learn that there is a top and bottom part of bracket so even if I break the bolt its a easy enough fix.
