What are these tiny bugs on my white pine??

Photos are not great but my first GUESS is spotted lantern fly instar stage 2-3

If they are just on a branch or two spraying with insecticidal soap with a pump sprayer would be my choice.
Ok, I think I have identified them as white pine aphids.
I sprayed them with Insecticide Soap this morning. But after reading this article it seams like the are not going to harm the tree. So I may leave them alone at this point.
