As an update, I have been able to obtain a replacement RK-2001 UA-D controller (and a spare) from Key in Poland.
I had a friend in Poland buy it from Key and then mail it to me.
The Shipping costs were more than the unit.
I have installed it and have it up and running successfully.

If it's just the start switch, could you solder some wires across the PCB traces for the tactile switch and run them to an external switch? It looks like there is probably room to mount a switch in the panel next to the controller. Here's an affordable switch from Deca that fits in a 22mm round hole and is rated for 250,000 operations:

I used a similar Deca switch (rotary with illumination) in a well controller and it looked and worked great. The one I got had small screw terminals on the back so it was easy to hook up.
 
Was it the shipping or the tariffs?

Point being, if it was the shipping that was expensive (which it shouldn't have been for the DIMs/weight), it would probably have saved a bunch of money had we set up a few people who wanted to buy them and ship them all at once.

There was a post from December with a Mouser PN replacement switch of 611-PVA10AH11.2NV2 that could be soldered into the controllers. The part number is in incorrect format (doesn't work in Mouser's site), but a google search seems to bring them up.
