comb fan question

I have a enviro empress and after heats up when on #12or3 comb fan seems to struggle and noisy
and dose not go away unless iI put on high then all is good no mater what speed
I removed and blew out lubed oil holes with 3&1 blue can oil 20wt fan always spun free
NEW BLOWER OR maybe daughter borad????????????????? thanks
