Does the top of the Green Mountain 40 get hot enough to cook on or boil water? I'm wondering if the soapstone lining would keep the top of the stove too cool for cooking. thanks!

The soapstone lining is not under the stove top. It will get hot enough to cook on.

The surface gets hot, but it will be difficult to cook on because it's not flat. It's not designed for cooking. You could perhaps use a small kettle.
