I would say it is. We had one just like it and used it for several years before parting with it. Our problem was the short burn times and the short wood it. I think if I had it now I could operate it better since I have long since learned more about wood burning. Our neighbor bought it from us and they used it for quite a few years.
 
That looks like a Combifire 4 which was supposed to be a repectable heater. Pre Epa but pretty cool if you want it for open fires as well as serious heat. Just be sure it is really a Jotul.
 
Damn, if that was out here I'd have a new patio heater
