What determins whether or not a pellet boiler can be direct vented or not? Why are some pellet boilers rated for direct vent and other not?

Which pellet boilers brands can be direct vented?

I don't know first hand what ones can be direct vented, but I'm sure most can be POWER vented? The Kedel is set up for power venting with adjustable options of how fast to run an extra induced draft fan at min, mid, and max fire rates. This essentially makes a balanced draft fire box.
