I'm Swapping my Old Buck 27000 for my New Buck 91 this Sunday and will have a 14" length of Liner that needs Insulating. Can Fiberglass be used?? ( I Have some ) Or do I need to get something else?? Thanks :)

You need to get a cerimac wool blanket that's made just for liners.

The rest of the 25' has the Ceramic with Mesh around it. I didnt know if I could use FG for that one short area...

I just re-read your situation. I wouldn't worry too much about 14". Get some roxul and stuff in there, but avoid using fiberglass.
