A steel chimney brush won't so I seriously doubt it.
 
Gardus is just a rotating poly brush trimmed to fit the pipe. Works pretty darned well on light fluffy sooty stuff. I wouldn't expect it to work worth a damn to remove actual glazed stage 3 creosote. Are you sure that's what you're dealing with? If so, you may be best getting a professional involved. Rick
