Harman P61, is this what a low/maintenance flame is supposed to look like?

Have an older P61-2. When burning the stove on low 1-2 on stove mode or maintenance on room temp; the flame doesn't leave the burn pot is this normal? First season, no idea what a low flame is supposed to look like.

On room temp manual, my 52i looks like that when not calling for heat.
