Is my kiln dried wood bug free?

The wood from my kiln is 9% moisture content. Have I killed all the bugs in it and therefore can bring it across state lines? Certified wood seems to be heated for a short time at higher temps but what is the effect of lower temps for all summer?

I believe that it has to be certified kiln dried bug-free
just like skids have to have a certification stamp
 
Here in WI I know the DNR ( might be just a rehash of Federal rules ) has specific temps and time lengths for same to be certified as bug free. Those numbers do not produce klin dried wood ( 6-9%) for furniture type material but are just for toasting bugs.
