How hot is too hot for a metal cat? I've heard above 1300 will cook it to the point of making it non-functional. Others I've heard say above 1500. I've added the cat close to 1400 before so now I'm wondering.

1500 + starts to flatten the coating making it less effective at burning smoke

It's not tje temperature in itself. It's temperature and time.

At 1350 the coating also slowly flattens. But at a speed that is slow with respect to the timescale of usage. At 1400 it goes exponentially faster, reaching timescales of deterioration that are noticeable in normal burning practice.

My mfg says to keep it below 1400.
If you once got 1425 for 10 minutes, the world won't end. If you do it each fire, you'll eventually run into a dead cat.

Also note that nee cats are often hyperactive. This is normal.
