I have a 028 that I feel does not run as strong as it should. I just assumed it was getting old and showing it's age but have recently found that when it is running low on fuel and almost out, the rpm's go up and it cuts and runs stronger as I feel like it should.
Any ideas?

Well the first thing I would do is pull the muffler and look at the cylinder wall. If it is scratched up you will need to repair/replace the cylinder and piston rings. If it looks good I would spend the 15 bucks and replace all the rubber lines.(Fuel line, impulse line, and fuel filter.) Then clean out the air cleaner and run it and tune it. Those 028 will take a beating.
 
I've always thought I've noticed that 2 strokes run stronger just before running out of gas. I sort of figured it was because it was because it was running leaner as the gas ran out... Whether that's right or not, I don't know but if so, maybe you just need to tune the carb a bit?

That's always been my sign to shut it down right quick and fuel up.
 
these seem like they could just be symptos of needing either the carb adjusted or the air filter cleaned or replaced. Have you tried either of those things.
