I have never heard of this before .I wonder if it's a covering on the clay liner?
Rather than relying on the report, can the homeowner log on here and provide a better description and pictures of the situation? We need more info, like the liner height, actual ID of the current liner, current setup with pictures, is the brick face at thimble location exposed or is there a wall it passes through?
