I have roxul in fireplace above block off plate and under top plate. Question is can you stuff it in fireplace around and on top of incert? Incert is quad grand voyeuger.

With the blower running on an insert you ain't losing anything to the great outdoors in the first place. But if it feels good, do it.
I wouldn't. That hunk of concrete that you radiate heat to will give it off for hours. Keep it cold and that is a huge heat sink.
