Shutting off Tapatalk pop up nonsense?

Already went to preferences and turned off pop ups. Please tell me how to disable this crap.

I downloaded it last year, then uninstalled because it is just annoying.

Thanks Webfish. You can see the pop-up at the bottom of the attached. Doesn't come up every time, and I've not noticed a pattern.
