I am installing a new stove in the garage with a 6" flue, connecting to a 7" selkirk chimney. Where do I place the 6" to 7" reducer? Do I install a reducer on the stove and run 7" black pipe to the chimney? Or run 6" black pipe from the stove and put the reducer on the chimney?

Yes, but first make sure that a wood stove is permitted in a garage in your area. It is not or there are special restrictions depending on the inspecting authority. If it is permitted sometimes it is required to be raised 18" off the floor.
