I have a Vermont Casting Madison which is about 25 years old. It has cracked across the top. I have repaired a few times with cement but only lasts maybe a season . Talked to a local weld shop about repairing, he didn’t think was worth it probably just crack again . I have a piece of 1” steel I was thinking of using to make new top. What are your thoughts?

I always liked that stove and its simpler internal design. Sorry the top is cracked.
That's a serious crack. If you can find an expert at castiron welding it may buy some more years. An uglier solution would be to bolt a plate over the crack with a layer of kaowool insulation between the top and the new plate.
A plate steel top would need to be stout and then there is the question of how it seats snuggly to join with the stove body.
