The top damper in my fireplace freezes shut after it snows

What do you think is the cause? I do have a chimney cap.

It is fairly common. It is probably a result of warm moist air going up the chimney and condensing at the top.
 
Anything I can do to prevent it?
First you need to make sure it is sealing tightly at the top air leaking out will make the problem much worse. Other than that no not allot that i know of.
