took temperature of water in tap 2::C,filtration plant pulls directly from lake only live a block away .need to know if there is a preheater of water available to bring up temp before it hits hot water tank.thanks
 
Perhaps a tempering tank where the water could hang out for a while and warm up a bit before it made it's way over to the water heater.
 
If the water was held in an un insulated, and unheated tank it would slowly warm up from the ambient temperature of your basement. Of course, it would also cool your basement off. One of the solar pv powered elements might be a good match for you.
 
Some type of batch solar pre-heater tank, or home-built solar panel into a pre-heater tank is what you are looking for. Check out builditsolar.com for ideas.

What is the purpose of preheating the water? Are you concerned about damaging the tank?
 
no just hoping to save a bit of money on heating the water,was going to put an on demand water heater but was told the system can't handle the water temp up here to cold? .Ifigure if I can take the chill of the water it would be easier for the tank to heat
 
It will be easier for the tank but you will need to make it up by heating more your basement. In the end, it takes a given amount of energy to bring water from 2 C to 50 C (or whatever you have set your thermostat). For real savings you need to pre-heat it with (free) solar energy.
