The insert is cruising with choke almost close at 450 or so on a windy day. If the choke is almost close, where is the air coming from? I tried googling a picture for better understanding but not sure where the intake is?
I don't know but guessing there may be two air supplies, one to the air wash controlled by the slider, and another that feeds the tubes that is uncontrolled. As you cut the air wash, the draft will pull proportionally more air through the tubes.
The air control fully closed still allows some air to bypass it. This is to feed the air wash and so that the fire doesn't smolder. The secondary air port on most stoves is separate and unrestricted.
