Chimney height, how important?

I hope you can clean your flues from the bottom. I'm not sure I'd want to lean a ladder against that.
 
That’s not a great pic, it was dark and I didn’t wanna leave you guys hanging. I’d like to get to the top to inspect how they finished the lined flue off. I’m thinking I’d have to rent one a lift, I do run a sooteater from bottom up. An older supposed mason told me I’d be fine to put a ladder against it, I’d need to see someone do it on my chimney first!
