Help! Heatilator ND4236 has low flame

Last year was working well, this year has low flames. Gas pressure and supply line tested. Gas control valve replaced. Everything cleaned and inspected. Still low flame. WHAT NEXT??? Don
 
Did you pull the burner orifice & swipe a Q-Tip into the gas tube?
