My stove has a handle on the side that I believe is a damper. The problem is, which position, up or down, is the damper open or closed??

It won't move up or down, rather in or out. All the way to your right and to the right of the stove is "out" or "open". It is a bypass damper and used, that is, opened, when loading or reloading the stove so that smoke does not roll out of the stove and into your home.
