I Stumbled onto one of these and was just wondering if anyone still uses these things?

Not very well. The key thing is that most "paper" is coated and it does not burn that well and creates lots of ash. Old fashion newsprint works okay but its getting a lot harder to find.
 
I usually grab a section of the paper crumple it up and throw a couple pieces bark and a couple small splits to get my fires going.
 
I have 2 of them. They belonged to my Dad. Made newspaper logs for his stove in the shop
If I remember correctly they burnt a long time and heated that old building pretty good
