Question on Chimney liner for Pell. Stove

So im going to be needing a liner for my unlined chimney for my stove and was looking at the kits on Chiney liner Depot of the flex king kits.
My question is on the Tee that i connect to the liner and stove is the other end left open for cleanout or is that capped. It would seem that I would leave it open so i can get to the ash and buildup from my basement cleanout. Im still new to the stove scene so bear with me.

Also on attaching a cleanout door on the actual brick chimney can i just use the metal to masonry bond to attach it? The opening is smaller than the actual door that is my only concern.
