I have an old table top cooker. The flame from the simmer burner is spluttering. I have cleaned the nozzle & value, and adjusted the damper. But the problem persists.

I noticed that the tune attached to the valve is not tightly fitted. Is it supposed to be that way? Or is there any missing part? (Refer to image) xJtWvWF.jpg
