I am looking at the flame view heater by margin stoves and I am looking at building a hearth pad. I was thinking about making a wood frame and stacking some cement board inside and covering the cement board with some more wood. Would this work to keep it safe

You need to refer to the owner/install manual to find out EXACTLY what is required for the hearthpad.
Does it need thermal protection or ember protection?
Either way, wood is not a smart idea for the final covering.
