Heat n glo wont ignite pier-hvblp-ipi

We don't use this fireplace often as it's in a vacation place. It was last used at least a year ago. The gas is turned on to the unit and all we should have to do is press the "on" button. We press the "on" button and then the ignitor keeps making the clicking noise but won't light up the flame. We have tried it enough that if there was air in the line then the gas should be flowing. Any suggestions on what to do to.figure out the issue? There are no technicians on the island to look at it.

Is there fuel in the tank? Is the tank valve opened? Is there an intermediate shut off between the tank and the unit?
