Wrapped Chimney Liner???

Just watched a video of someone putting in a chimney liner and they wrapped the liner with an aluminum /fabric wrap. Is this a requirement of liners now? I have never seen or heard of this before in any manuals.
 
I don't beleive it's the law but it's a good thing.Could be the chimney was very large and very high and adding an insulated liner is certainly better than uninsulated.Some folks want the very best,and why not.
